He can't do that without ending the filibuster.

And given the Senate has a reasonably good chance of swapping back to the Democrats next year, that probably wouldn't be a good idea

The filibuster can be pruned back without being ended. Ending it just for CRs, Appropriations, and Rescissions makes sense. But we all know that no matter what Republicans do the democrats will end the filibuster permanently the first chance they get, and would have already except for Manchin and Sinema.

And given the Senate has a reasonably good chance of swapping back to the Democrats next year, that probably wouldn't be a good idea

Its simply a matter of time, so better to get as much of the GOP agenda thru as possible before then.
