Not all people, parties or states agreed to the same rules or process of changing rules BEFORE the election was conducted.

Many people do not accept unnotarized mailin ballots being counted in mass volumes, in the millions per state which cannot be verified accurately within the timeframe and deadlines for elections and resolving legal disputes, especially when too many contested states with close races (i.e., narrow margins of fewer than 10-50k that cannot be accurately measured by the disputed process) made changes still challenged as unconstitutional.

So the results are valid and certified for those who accept the rule changes.

Those who are still contesting those legally are left out of the process as undecided and unrepresented by the process and results that did not meet Constitutional standards for as much as half the nation, half the states, and half the population of each state.
