THE UNITED STATES HAD OPEN BORDERS UNTIL 1875.
The 14th amendment cannot exclude illegal aliens because there none then...it was written under the assumption of open borders.
we don't have an immigration clause we have a naturalization clause. we should have no "illegal" problem.
What I find interesting is that those who argue that Congress is strictly limited to the enumerated powers ignore that with the exception of importing slaves, the constitution does not give Congress the power to regulate immigration.
