If there is no prohibition for an applicant for citizenship then by default they have the right to it as you have no justification to deny it.

If something is not prohibited then by default you have the right to it. There is no getting around that.
I just provided you with multiple examples of where your "logic" fails. I don't have right to a Ferrari. I don't have a right to sit on my lazy but and not work. Foreigners don't have a right to immigrate to this country.
