No, you do not need a physical ID card to register to vote in California.

When filling out the registration form, you only need to provide your California driver's license number or state ID number.

If you do not have either of those, you can provide the last four digits of your Social Security Number.

If you have none of these numbers, you can still register; the state will simply assign you a unique identification number instead.
