No he's white, technically a fugitive from Canada but an American citizen. The Canadians didn't file the proper paperwork so we couldn't legally prevent him from entering the US or arrest him because he's broken no laws here.
He has been notified he must register as a sex offender, if he doesn't we can arrest him.
My solution is to publish his picture and address, I'm pretty sure any follow up by us or the Canadians will become a moot point........
