Not in Southern states. This is "normal" for deep south Southern people growing up.In most states, teachers are mandatory reporters for any form of child abuse, and that qualifies IMHO. CPS will be paying her a visit and depending on her attitude, she may lose custody of that child.

If the kid has any bruises, she may get taken away for a while and the mother goes to some anger management courses............but if she doesn't show any "damage", she will just be given a warning.

Unless the parents are highly abusive or cruel, theres nothing the CPS is going to do, because they are overloaded......and have been overloaded for decades. They don't remove kids from homes anymore, unless it's a life or death situation.

That was pretty close to being a life-or-death situation IMHO. Imagine what she might have done had there not been witnesses present.
I have to ask if you believe this was abuse or not. It seems pretty cut and dried to me. What is your opinion? If you were the teacher, would you report her?
No, you may have seen PRINCIPALS do that back in the dark ages. Corporal punishment went away in the 90s when I first started teaching in FL.You ARE funny!!!!
I've seen principles give whackings worse than that. Before the states took away all those deterrent priveledges from schools across the country.
Like I said, I'd need more info on the situation than what was in the video.
