When did I say that? It's clearly legal to set the number of justices at any number the House wishes to, but there are consequences to doing so. You can imagine that you're getting back at somebody who's not in office anymore, but that doesn't change the fact that blatantly screwing with the makeup of the Court because you can't get your way will simply render the Court a meaningless rubber stamp for the regime in power at the time. Banana republic, here we come.
