That's the point.........he didn't. The Steele dossier had little to nothing to do with the FBI initiating Crossfire Hurricane. That began after the FBI was made aware of Misfud's meeting with Papadopoulos. It had little to nothing to do with the approval of the FISA warrants. Mueller's investigation, initiated by a Repub, lead by a Repub, found all manner of nefarious contacts regarding Russian operatives and members of the campaign. Perhaps most telling was at no time did trump make the FBI aware of said contacts. Why? Finally, Mueller revealed at least 4 instances of criminal obstruction committed by trump. Pretty curious for someone who had been "exonerated."
