As an oil rich nation, Iran doesn’t need nuclear reactors for power at all and — even if it did — enrichment at 3 to 5% suffices.

Maybe they wanted what’s called “research reactors,” but that still calls for less than 20% enrichment.

Nuclear weapons call for ~90% enrichment.

Iran was at 60% enrichment. Much closer to the nuclear weapons’ grade enrichment than the other purposes and levels.

If you have any inherent credibility, you’ll have to agree that their objective (as a matter of logical conclusion) has to be an effort to develop nuclear weaponry.
