That would be a covenant community of 10 million like Los Angeles or would the covenant community of East Los Angeles declare war on South Central Los Angeles? What is your proposal for those who refuse to sign covenants?

What you're referring to was collections of the unsubstantial people banding together in non-cooperation and non-participation, and in defiance of an authoritarian pwoer structure that was in essence mining the resources of the labor of human beings. Anything along those lines I heartily support and actively seek opportunites to be part of.
