From what little research I did, the homeless of course have the same rights as non homeless and you can't simply remove them or arrest them for being in a public sidewalk.

Their are "encroachment" laws that can be used if a homeless person has personal belongings scattered around them but not all homeless do.

I would also think these laws can vary a bit location to location.
