Then, as you mentioned, Kerry undermined President Trump by acting as an unofficial (illegal) ambassador for the US, negotiating agreements / deals with our enemies that contradicted US Presidential policy. Its the type of thing which requires proper vetting, which appears to not have been done, and director Wray might share in some responsibility for that.
