FDR is not rated as the fourth or fifth greatest President now. He is rated as the third greatest of all time. Only Washington and Lincoln are rated greater than Roosevelt. He has not only one of the most popular and visited Presidential Libraries, but he has a National Memorial between the Jefferson and Lincoln Memorials in the shadow of the Washington Monument and a huge Memorial on an island named after him in New York City.
