He had a grand plan. Colonize Panama. Create a coast to coast highway (early dream of Panama Canal).

He even met with black delegates and shared this plan. To do it...he wanted to deport all blacks to Panama...and let them own it...and be gone from America.

But since many blacks were still owned as property by US citizens...he needed slaves freed. Once free...they arent property. ..and he can deport them.

He was against slavery but knew that blacks would never be accepted or respected by whites. Colonizing the blacks was for their protection. There was no conspiracy taking place. The war was already underway by two years before plans for colonization were laid out. They were to be colonized in Haiti, New Granada, and Liberia.
