It's not at all like Israel. There is absolutely no evidence that all NATO members have US nukes. The evidence is that only a handful of NATO countries host a small number of US nukes and the quantity of nukes has been decreasing in recent years. None of this provides any rational basis for believing NATO wants to place nukes in Ukraine since in a nuclear war between NATO and Russia, the end result would be the same whether Ukraine had nukes of not.

That said, a sense of justice would suggest Ukraine should have nukes of its own, since in the Budapest Memorandum of 1994, the US and UK persuaded Ukraine, which had the third largest nuclear arsenal in the world at the time, to give its nukes to Russia in return for Russian guarantees that it would never violate Ukraine's borders unless first attacked by Ukraine.

If Ukraine had kept its nukes, Russia would never have dared to attack Ukraine.
