Oh dear. Its obviously sad for the people who live in that area. But its hugely amusing for those of us who have watched putins destruction of Ukrainian infrastructure this past 2 years.

I don’t think it is God’s will. I think it is normal Russian Corruption.
When we learned how the Soviet System really worked, we realized that their economy was crap.
I have no doubts reading the news of today, that the Russian system still operates the same way. In fact I’ve known that for years. They can’t or won’t change.
Let me give you an example. Let’s say that the engineering plans call for welded reinforced steel rebar in concrete of a certain strength at ten meters thick.
The rebar will be there, thinner than needed. It will be tied together, or wired, but not welded. The concrete will be cheaper than needed, and thinner. They’ll cut corners everywhere and lie about it to report success.
If you want a real world example. Chernobyl. The plans called for fire retardant roof sealant. That sealant was expensive and hard to acquire. So they used tar. Tar is flammable. And when it starts burning is hard to put out. So they turned the roof of a nuclear power plant into a gigantic candle.
Now if there is one thing you don’t want to cut corners on, it’s a nuclear power plant. But they cut corners.
So the thing is that everyone does that. The real problem is that the people at the top believe the reports that say everything was done exactly as required. Despite the fact that they remember lying in their own reports to get the success they needed for advancement.
