Wrong. In a communist society, decisions are made by either (A) the poplar vote (direct Democracy) or (B) representative democracy (such as is done at Twin Oaks).
The latter (which is usally found in conjunction with a mixed economy, making it Socialism more than proper communism) is not so different from the American system. (see: Social Democracy)
