Defending the people from the horrors of narcotics is a constitutional responsibility of the federal government.

Congress has the power to legislate. That includes legislating narcotics.

“The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence”
