I will try modifying it according to your description. Would you say the Roman Republic had a more developed justice system/courts/police than Athens?well, perhaps it should encompass Athenian Democracy on one side.
The people can propose legislation and have the whole citizenry vote on it, As in done with the initiative option in some states.
The particular sentence I refered to should be modified.
When it comes to political ideology, (the libertarian test box thing), then I do agree somewhat with Occupied that more dimensions may be needed, political, economic, foreign policy stance. But for describing government it really comes down to who decides, one, all, or part. And perhaps how rules are applied and enforced.
