I've already stated on this site that Trump doesn't have the authority to use active duty military to enforce domestic policy, however he does have the authority to send in the National Guard.

When a national guard member is ordered out on maneuvers they still get full-time pay from their job and health benefits too. Unless it's an unemployed national guard member who just sits around waiting to be called. Most of these guys have other lives that they live and other finances.
