Only by using the misleading measurement of gross dollars can you claim that the tax cuts favored the wealthy. Again, if Joe A makes $50K a year and you cut his taxes by 10%, and Joe B makes $500K a year and you cut his taxes by just 2%, who gets to keep a larger share of their income? Joe B gets to keep more dollars, because he makes more dollars, but Joe A is getting to keep a much larger share of his income than Joe B.
