From the charging document the speech crime he was charged with occurred in 2019 when he interrupted a Judicial Committee meeting that was in session. He was sentenced to community service. Regarding the Jan 6th incident, he pled guilty to violating his restriction from the Capital grounds that also stemmed from the 2019 incident.

on December 9, 2019. During the incident, SHROYER, who was seated in the audience observing the hearing in the committee room, jumped up from his seat and shouted in a loud manner while the Judicial Committee was in session. The disruption occurred while the Chairman of the committee was speaking and caused the Chairman to hit the gavel and request that order be restored. SHROYER was removed from the room and placed under arrest.
