Well...it would require a unanimous vote in both houses of Congress...and there still would be a record of them voting on something...
So....yeah....just about impossible. The ONLY reason why they "can't seem to locate it" is because they don't want to. When I guarantee you that at least three separate government agencies and a dozen NGOs have been staring at the files and sharing them with friends for months now.
