No, that's what YOU say I said. Each state has a deadline for tallying up votes. Usually, it's sometime in December. When that deadline is met then it goes to the state for certification. And the State MUST certify it at that point. Not to say that you can't take it to a court after that and file if something is hinky. That would give the State time to correct it one way or another. But to require all ballots to be hand counted the day of the election is just stupid and the Supreme Court agrees with that.
