A post-industrial nation where the economy consists solely of welfare payments has no need for eminent domain.

Think of it as musical chairs with money. At some point those standing aside with no chairs will either start killing those in the nearest chair when the music stops with no thought to who's standing behind them nor what that person might have in mind.
