Any amount over $10k will be reported, as the government believes it is suspicious. They automatically believe you are money laundering or a terrorist.

A withdraw that big requires filling out a special form. You don’t just walk up to a teller and hand them a note to withdraw $12k from an account. It could be construed as an attempt at robbery.

You may hold but if you suspect fraud you call the cops immediately. It could be that the teller didn’t communicate accurately with the manager. The teller is black as is the customer so why is it racism?

You can just write a personal check for $12,000. It is your money. I have withdrawn much more than that without needing to fill out a special form.

Kiting is if you write a check from another bank, knowing the funds are not there.
 
If you go to the bank and write a check, they check the account before they cash the check. Duh. This is not 1980.
Not how kiting works.

Kiting is when you, say, write a check payable to yourself from your 5/3 account and deposit it at your Chase account, knowing you don't have the funds in your 5/3 account to cover it.

This rarely happens anymore, because of check hold policies. The receiving institution (Chase, in this example) will hold your deposited funds until the check clears, if you don't already have matching funds in your Chase account.

Plus, banks and credit unions love those sweet fees, so many of them now have extra overdraft protection up to $500. Meaning they will cover you up to $500 overdrawn. With a courtesy fee for each transaction, of course. So this has also cut down on kiting.

It's basically the banks taking business from payday lenders (and the revenue).
