In economics there is a concept known as "utility." This is derived from the idea of utilization and is the basis of marginal utility in calculating the marginal propensity to spend, or MPS. Without MU, MPS cannot be understood.
Sidewalks are a "public utility." In common parlance public utilities are generally viewed as electric or water service, but from the standpoint of economics we determine public utility based on those things which are;
- Necessary
- Lack Exclusivity
A luxury cannot be a public utility. When we speak of exclusivity, the key is that the seller can restrict benefit to only those who buy. Think of a fire works display; those who pay nothing will gain the same enjoyment, that is utility, as those who pay.
Rationally then, these elements are public by nature. Ergo a sidewalk is a public utility. On easements and common thoroughfares, it is generally most economical to build and maintain these on a community level.
So simply put, if the owner cannot control access to the benefits of a thing, then that thing is a public utility.
Socialism is the control or direct ownership of the "means of production" by the state (or more accurately, the crown.) Sidewalks are not a means of production, in fact public utility by nature is not a means of production. (hence impugning the idea that power can be a public utility).

one does not have to OWN one in order to tread on a paved path and taxes are EXTRACTED from EVERYONE---who earns money and owns land in order to make them----even if those persons do not walk upon them and even if one of them dislikes them. Public schools are also ---an aspect of SOCIALISM
