The ACA's goal was to slow the rise of medical cost inflation..........which it accomplished. Since its inception R's have relentlessly sabotaged it so it's impossible to know what its longer term effects would have been. We do know it has increased in popularity over the years.

The trade off being people choosing these plans paying lower premiums. The coverage being better than plans available before the ACA with similarly high deductibles and high out of pocket costs that are capped by the ACA.
