The USSR was the last country in Europe to conclude a Non-Aggression treaty with Germany. All other countries already had a similar treaty with Germany, starting with Poland in 1934. The USSR agreed to this treaty only after many years of trying to create a system of collective security in Europe. But France and England were not interested in this, and so they surrendered one part of Europe after another to Hitler.
