No, that's not what he said. He said when citizens vote, they don't have to worry about the government coming after their undocumented family members. What the vote meant is that a democracy needs an educated populace, and our rural population is populated by single issue voters; guns, god, gays and abortion are emotional issues which dominate their thinking.
