Take the outlying areas and have them become parts of the current 50 states. Take the 3 electors from DC and get rid of them. DC residents become residents of Maryland (or VA--whichever). Its silly to have an even number of electors as well.
The Constitution mandates the existence of Washington DC. It can never become a state without a constitutional amendment.
It can. You simply redefine the geographic points of what Washington DC is. Such as relegate DC as only federal buildings and then where most of the population lives would be voted on as a new state thereby allowing them the same representation that the rest of us have.
Those still living in D.C. would then have those 3 electoral votes, which would be very few people, to include the White House if they chose to register in D.C. Then at this point it would be prudent for everyone to repeal the 23rd amendment. But to be clear, the 23rd amendment doesn't define what Washington D.C. is by any geographical borders, it simply just gives it the same number of electoral college votes as the smallest state.
So, in order to accomplish this all you need is a vote in Congress, but right now that's not going to happen, even if the Dems win both GA senate seats it's not a sure thing.
