But how much do you really think my program (County level) will see? How much of that will be eaten up before we even see a dime of it? Or will most of it be used at the national level (where it will just create more paper pushing jobs).

how is that a stimulus?

this can't be watered down, it has to go to those who put it back in to the economy quicker...thus a stimulus, a kick....a push start....then these other entities will get the money they need if the economy is spurred in to a quick recovery....
