The point is that there are plenty of people who might be positive for CV, but don't get a test for it all, because the cough is determined to be caused by their ongoing battle for TB or something else.

I'm sorry....do you realize how dumb what you just said is?
Sooo... my son is a Respiratory Care Specialist at one of the top children's hospitals in the nation, my daughter is a Respiratory Therapist at a large metropolitan hospital/trauma center.
The largest hospital in the city transferred all of their pediatric care patients to my sons hospital to provide more room for CV patients. The hospital my daughter works now has two staff members on ventilators. My daughter has worked five 14 hour days in a row because of patient numbers.
It is a nightmare.
