Not in so many words. But putting a bounty on the Venezuelan strong man's head doesn't bode well for Maduro, who has been waging war against America and sending his street gangs here to peddle dope for years.
Trump is having none of it.
He was probably listening to a classic rock station and heard this advice this weekend.

I am asking you. Did Trump unilaterally declare war against Venezuela? The boat that was destroyed. Was it an asset of the Venezuelan navy?
Not possible to run the planet on wind and solar unless drastic sacrifices are made. However, the rich will never allow this to happen to them for sure.
Your great grandchildren may see fusion but it's a long way to go. Want less reliant on fossil fuel, bring the price of solar panels and installation cost down like 90% and we can see the difference.

It's not a war. Wars are declared between countries. Drug Cartels are comparable to the Barbary pirates when they threatened international shipping and we sent Marines after them.
No one has a problem with this except for Drug cartels themselves. Why would you now?
Wind and solar are viable right now, if the administration wasn’t throwing up roadblocks. They don’t have to carry the whole load, but lies about their efficacy have to stop.
