Borrowing language from the post-9/11 “Global War on Terror,” the Trump administration is attempting to turn counternarcotics missions into counterterrorism operations. But applying a new label to an old problem does not transform the problem itself – nor does it grant the U.S. president or the U.S. military expanded legal authority to kill civilians.

Check the UN charter, it isn't rocket science, why didn't they board that boat? i will tell you why because they would have found no drugs so they killed all on board, we know many of you Americans are ok with International Gangsterism you have been doing it for decades, what i want to know is what the average Joe gets out of it? is it just the footballification of Politics team America is my team no matter what? that stupidity led to the Vietnam nightmare and almost a civil war in the US.

If that's true, why then has it always been US Coast Guard and Customs procedure to first stop a suspect vessel, then board it. If contraband is found, arrests are made there.
The boat was not being chased as you claim. It was being observed. Nobody tried to stop it. It was murder, just as Collateral Murder was back in the day.
You provide an opinion piece where a guy claims he violated a treaty, that says humans have a right to life and you can't arbitrarily kill someone. These drug runners weren't arbitrarily killed....so that fails.
They were specifically killed because of their terrorist activities, not on a whim or randomly.

Due process involves legal proceedings as specified by law and or a court.
All this takes place after the arrest.

Doing what USCG and Customs have been doing for decades IS due process. It reflects respect for the old US axiom of presumption of innocence. People out for a boat ride are presumed to be innocent. What the Navy did is a presumption of guilt, and one of the valid reasons why Posse Comitatus forbids military involvment.
Cap Weinberger pointed that out as Sec Def way back when Reagan was in the White House.

Perhaps your perception of same has been poisoned by the rhetoric of the left with regard to immigration/deportation.
Either way, it comes into play - after - the arrest.
