exemption and extension are two completely different things...exemption in this case occurred after the deadline was busted. The deadline itself was never moved. The penalties were waived, but the date was set according to the law. Extending a deadline is an act done prior to the deadline. The first act of waiving can be seen as forgiveness, while the second is not. They are not even remotely the same thing....
