The total of EC delegates is reduced by those forfited state delegates and the person who wins the majority of the remaining delegates wins the presidency.

This race will be decided on Dec 21 when the Electoral College casts their votes. Mail in ballot screw up or not, it makes no difference as the states who do not finish their ballot counts by the deadline will not matter.

I believe you are right that Pelosi could not be appointed to the presidency, because she will not be the Speaker of the new House if the election results are not declared. If the election results for the president is unknown so so would the results for the Senate and the House.

LOL, it wasn't that clear to me. Can you please provide the text where this is spelled out? I looked in both of your links and couldn't find it.

Billy_Bob, great post. Ever since the Popular Vote initiative came into the news I've found the National Archives information on the Electoral College quite interesting. From what I've read the official vote count takes place on the Monday following the 2nd Wednesday in December, which makes it December 14th this year.

Other items I found interesting concern when no candidate gains the 270 majority needed for election. In that situation each state gets one vote in the House and Senate. The Senate votes to elect the V.P. from the top 2 finishers, the House votes to elect the President from the top 3. If the House hasn't come up with a winner by Inauguration Day then the newly elected V.P. serves until the House gets its act together and finally selects a president.
