a bill was introduced in 2017 that got nowhere; had it passed, they would not be getting paid (Trump would receive pay to be donated, because it would not have been allowed to affect a sitting POTUS)

So, it doesn’t apply to the current situation…since, you know…it doesn’t exist.
Neither does the 27th Amendment.
