Watermarks aren't printed features ... it's an intrinsic part of the paper and applied during the paper-making process ... this is what BEP would be doing, making the paper and then sending it to the States for them to print their own ballots on ... then in the elections offices on election night, the worker need only hold the ballot up to the light and see if it's legal ...

A lot can be done with the paper ... it's well known that bank tellers can feel the difference between real money and cheap fakes just by how they feel ...
