A civic duty doesn't imply being an agent of the state in any way.

Long standing beliefs supported by scripture as well as church doctrine are not "whims".

If the church will not be beholden to the standards of nondiscrimination that state governments are then they have no business overseeing any legal matters of the state like marriages.

Exactly! Peripheral issues vs. core tenents of the Faith. Things like King James only vs. modern Bible translations, speaking in tongues, worship music etc. are not issues that would necessarily divide the church.

We do that here, to ensure the protection of marriage under civil laws. In other words, a religious marriage is between man, woman, and God. The civil requirement is between man, woman, and the State. Without State ratification the couple is simply living together in "common law". However, most states determine such long-standing relationships as legal marriages after a period of time.

The truth is that the church does not need any legal powers granted by the state.

It is absolutely ludicrous to give legal power to an entity that cannot be legally regulated.
