Dodgy convenience stores and the like certainly exploit people that way too.Frankly that's the only way it's going to work.
If you try to stop them they will sell their card for $0.50 on the dollar and buy what they want anyway.

My logic is pretty straight forward--these people still need laundry detergent, toilet paper and all sorts of crap not covered by it so let them us EBT and we should see less theft. Anyway, I don't begrudge people buying the food they want. I paid for some woman's shortage at the register today when her swipe left her owing $19 and some change she did
not have. Doesn't matter to me if it was free-range organic avocados or malt liquor that left her short. I could afford to drop a twenty, it kept the line moving, she got what she came to get and life goes on.
