1. In the Capitol area the Speaker and the Capitol Police Board are responsible for security. If they wanted the DC NG they could have requested them, as Nancy acknowledged.

2. Mayor Bowser can request the NG for her areas of responsibility, the City proper. In fact she requested and received ~400 NG to help with traffic control freeing up her police for crowd control. You can read the letter Bowser sent prior to J6 at the following link

3. One disturbing factoid being that the FBI said they expected violence, but apparently did NOT inform Mayor Bowser, nor the Capitol Police Board. That unknown pipe bomb guy on video still sticks out as a setup because he was not arrested.
