There are many ways for a president and our government in general, to create more jobs in the private sector. Legislation, regulations, incentives, contracts..etc, can generate good-paying jobs in the private sector. And yes, Americans can be put to work by the government as well. Will Trump do that? No, he doesn't really care about the working class.

Let me give you an example. Ernie Garbarino was my client when he moved to Hayward, CA from San Clemente area in SCal. He was very high ranking. He is credited with being in charge of the Building of the IRS complex in Fresno, CA. Ernie was the manager of the Nixon home, called the western White house at San Clemente, Ca. He was willing to tell me how that worked, He was fully in charge and paid super high salary.

Ernie reported to construct even the helicopter pad for the president, others had to give permission. The Feds have a system that is a huge mystery.
President get to order their staff. Biden for instance got to order the prosecution of Trump.
