The government should be restrained from doing constitutionally illegal acts. It should never be restrained from enforcing the existing law.
 
That's why they call anything and everything a "war". It lets government get away with, literally, murder.
The US hasn't declared "war" on anyone since WW2.

Hugo Carvajal Barrios, a former three-star Venezuelan general and once one of the most powerful figures within the Caracas socialist regime, has released a letter from a U.S. federal prison making sweeping allegations about the Venezuelan government’s involvement in narcotics trafficking, organized crime and intelligence operations inside the United States.

Carvajal—who voluntarily pleaded guilty in the U.S. to a narco-terrorism conspiracy—addressed the letter to President Donald Trump and “the People of the United States,” saying he hopes to “atone” by providing information that he claims could help U.S. authorities counter threats from Venezuela’s ruling leadership. The letter was initially run by the Dallas Express.

Carvajal previously served as director of Military Intelligence and later as a member of Venezuela’s National Assembly. He defected from the Maduro government in 2017 and fled the country before being extradited to the United States

I have some sympathy for that position....
In this case however I think it's long overdue.
Sometimes people wage a war and try like hell to keep it from being called what it is.

No. It's illegal. There are two or three instances when the government is granted permission to kill. 1) In a declared war where our soldiers are killing enemy soldiers. 2) When someone receives the death penalty for a heinous crime they committed. 3) When you have to kill someone in self defense.

If men in International Waters start shooting at American ships or planes then we have every right to shoot back. But shooting random boats in International Waters simply isn't permitted. American has signed three treaties agreeing to those terms.

Unfortunate that Trump pardoned a major player in drug trafficking but that's what happens when the world is upside down.

Let’s assume that they are guilty of drug trafficking. Would you be ok with blasting them to hell then?

Let's make no assumptions without rock solid evidence, for starters.

The biggest purveyors of addictive drugs in the USA are Big Pharma, which is the reason why you have an opioid crisis in the first place. Merck and others were getting stinking rich addicting middle class Americans to pain pills.

Start by going after them. Instead, Trump is giving those people pardons, and immunity from prosecution.

I keep asking, and every one of them dodges the question - but are we really ok with this policy as the worldwide norm? In other words, do you support other countries attacking people in international waters if they suspect that they have committed a crime, or intend to?

What are you sources for these pronouncements? Even if accurate, wouldn't "self defense" include preventing lethal drugs from being transported to the US? And to what "random boats" are you referring?
 
We can rationalize pretty much anything as "terrorism". That was the point of the PATRIOT ACT, and why it is so egregious.
There are just as many brilliant minds on the other side trying to find ways to commit terrorism without calling it terrorism for exactly the reasons we're seeing now. Add to that large number of elected officials who are almost certainly on the take and you end up with a populace that becomes the victim of both parties..... The criminals and the people who protect the criminals who are supposed to be protecting the populace.

War is a damn good idea especially when it's already been declared by the other side.

2. If the point of this is to stop drugs coming in the country, why aren't we dealing with the Columbian or Mexican cartels which import far more drugs into the US than Venezuela?

To be fair it's no less illegal than the wars we fought in Syria, Libya, Yemen, Somalia, Pakistan etc. over the last 10-20 years.
