There will always be desperate poor people willing to take the place of drug couriers, if they all believe the worst that will happen if they get caught is a few years in a prison somewhere. As you point out, that does not work.

True. And they do inform customs. Those vessels never leave port.

And the Chinese are not terrorists. Nor are they smuggling drugs into the USA aboard speedboats and submarines. The are shipping NPP and ANPP to Mexico. Then the cartels are using those precursor chemicals to manufacture fentanyl and smuggle it across the border.

Now many countries are putting tighter controls on NPP and ANPP.
