Congress has the authority and responsibility to investigate a president's unilaterally declaring war and initiating hostilities.

Just because Congress might have shirked that Constitutional authority in the past does not mean it should do so now.
 
More than 100,000 Americans die of drug overdose every year. The vast majority of the drugs killing them are illegal drugs bought on the street/black market.

Those exporting and importing illegal drugs are killing Americans in large numbers. It is the most common form of violence. By FBI definitions, that is terrorism. because of the consequences even though it doesn't fit our usual concept of terrorist acts as being to create fear and chaos.

Drug overdoses are not violent crimes. People are not held down and injected with fentanyl.

Most importantly, there is not a political motivation behind dealing drugs. It’s just bad people who want to get a lot of money.

This is no more a declared war than then others I’ve listed. Which is my point. They can rescind the authorization which would be great but it rescinds the authorization for all of it not just this one.

An assassin doesn't necessarily use violent means---poison? Fentanyl? You're right they are bad people, terrorists. Hence they are foreign enemies of the US. Now quit with the pretzel logic that doesn't even come close to a cognizant argument.
