From the legislation passed in the mid 1960's we see the massive payouts today. From the social security legislation from FDR, we see 15% of an employe wages taken from him. The social security system needs to make more changes. I live off of it to. If the rich paid for it, perhaps it would be only 1% of wages. Including Medicare. Please tell me how change this.

By not having a massive debt, the US could afford it. By having a balanced budget, the US government. could afford it.
