It wasn’t just in and before the 1960s that nations saw what an aggressive and militarized nation could do to other nations.They were absolutely desirable in the Cold War times (but even then it was not so obvious). France in the 1960s demanded all foreign troops to leave the country; there were widespread demonstrations in West Germany against 'arms race'.
Now? Who knows. Europe doesn't have elites who dare to defy the US.
Many of those concerns remain perfectly applicable today.
If Russia were to behave along even just similar lines, today, as Nazi Germany undertook in the late 1930s, the nation or nations so invaded might well wish they had our bases nearby to help thwart the enemy.
