The Iranian people elected a Prime Minister who wanted Iran to control her own oil wealth. The CIA, at the prompting of BP, staged a coup to depose him and make the Shah an absolute monarch instead of a constitutional one. His secret police, the SAVAK, disappeared thousands of people.
The Modern Progressives were the people who the Shah disappeared, while he spent the country's wealth on lavish palaces and a rather silly celebration in 1971 that cost half a billion dollars.
So the situation was by 1978, the people had quite enough of the Shah, but the only group that were organized enough to led the revolt against him were the Clergy.
Was it “anti democratic” ?
I suppose so
But it was still Iranians against Iranians with the Soviet menace as the big loser
